Communications Act of 1934 establishes
the Federal Communications Commission
Charged with regulating interstate and
international communications by radio, television, wire, satellite and cable.
Based on “universal service” concept
that ensures basic telecommunications service to all citizens at “fair, just
and reasonable rates”.
Jurisdiction covers the 50 states, the
District of Columbia and U.S. possessions.
The Telecommunications Act of 1996
establishes the Federal Universal Service Discount Program for Schools and
Libraries, A.K.A. the “e-rate” or the “educational rate”.
The express purpose is to provide
affordable access to telecommunications services for eligible schools and
libraries, particularly those in rural and economically disadvantaged areas.

Based on the percentage of students in a
school that qualify for the National School Lunch Program, the measures of
economic disadvantage.
